New command structure for Federa-
tion fleets also proclaimed
The various Galactic Federation fleets are to be combined into 13 master commands that would oversee all 24 regional defense forces. The changes in the Federation fleets are to be accomplished by Yellow Warrior (November 25, 1995). The 13 master commands would answer to the Federation's Fleet Command Center (FFOCC) that now would be headquartered in the Lyra star group on the planetary system of the star Zulka'in known in your astronomy as Lambda Lyrae - a star system which is some 1,080 light years from your Sun. These new shifts in the command structure are being accomplished to accommodate the requests of the new Federation Regional Councils as well as to establish a more central location for the newly integrated fleets.
This new system will have each of the master commands in direct contact with all of the regional fleets as well as the main Operations Command Center. In this way, the new communication system can be used to the fullest efficiency.

Rest of Alliance to join Federation
These new developments come as the rest of the Alliance begins to start the process of becoming a part of the Galactic Federation. On Yellow Rhythmic Star (October 28, 1995), the remaining 12,500 members of the Alliance requested that the Main Federation Council draw up proposals for their entry into the Galactic Federation.
A key element of this document will be how the still huge and powerful Alliance fleets are to be integrated into the Federation's various regional commands. It has long been a contention of the Alliance that such a union was impossible because the organizational traditions of the two former enemies were so different. The new command structure for the various regional fleets promises to overcome this quite enormous difficulty.
Federation's intergalactic mission
aided by Elohim
At the same time, it has become known to the Galactic Federation that its mission to contact over 10,000 nearby galaxies had been aided by the efforts of the Elohim and their Councils.
On Yellow Planetary Human (November 1, 1995), the Elohim announced that they had contacted the various Elohim Councils in these 10,000 galaxies. This contact was allowed by a dispensation that had been obtained by the Spiritual Hierarchy of the Milky Way Galaxy.
This entree into these galaxies has greatly aided and sped up the diplomatic process that has been underway since the White Dog wave spell (mid October, 1995).
This effort has also made it essential that a new organizational decree be issued by the Main Federation Council. The most important aspect of this decree is to formally establish how the rest of our galaxy can easily integrate itself into the Galactic Federation.
